U.S. Rep. Richard E. Neal on Friday, February 27, 2026, announced $800,000 in federal funding for the city of Holyoke to support ongoing sewer separation and wastewater infrastructure upgrades.
Neal joined Holyoke Mayor Joshua A. García and local officials at the Holyoke Water Pollution Control Facility in making the announcement. The funding was secured through congressionally directed spending from the U.S. Environmental Protection Agency and was included in the fiscal year 2026 spending bill.
The money will be applied to the city’s combined sewer overflow projects, with potential capital improvements at the wastewater treatment plant and within the sewer collection system. City officials said the funding will help Holyoke comply with its consent decree, maintain water quality and protect public health, while easing financial pressure on ratepayers who have already supported significant infrastructure investments.
Under guidelines issued by the Senate and House Appropriations Committees, members of Congress were permitted to request congressionally directed spending for projects in their states in fiscal year 2026. The funding stream is limited to certain federal accounts, and eligible recipients include state and local governments and qualifying nonprofit entities.
