Mayor Joshua García is preparing to approach tax-exempt organizations in the city to ask them to consider paying taxes since they, too, depend on city services such as police, firefighters, street cleaning and more. Called PILOT, also known by its full name Payment in Lieu of Taxes, the program is statewide. Some communities look for participants, some communities have a few participants, but Holyoke is looking for many tax-exempt organizations to consider paying $25 percent of the value of the property of it were taxable like homeowners properties are.
